ICF CONGRESS OF THE INTERNATIONAL CANOE FEDERATION / ICF

SEPTEMBER 4th, 2002. 

ICF Congress Resolution

Principle

   The representatives of the 115 National Federations present at
the 29th International Canoe Federation Congress in Madrid, the
highest authority of the ICF, strongly support the ICF in its work
to maintain and develop Canoe / Kayak Slalom and Flatwater Racing
as permanent disciplines on the Olympic Canoeing programme.

Resolution

   The ICF Congress supports the following proposals for ICF action
in response to the IOC Programme Commission Review, August 2002:

   1. That the ICF emphasizes the low cost and sustainability of
slalom venues, the ICF Development Programme to increase global
participation and the attraction of slalom to the media and public.

   2. That the ICF establish a working group under the ICF
President with the goal of maintaining the Slalom discipline on the
programme for the 2008 Olympic Games and beyond.

   3. That the ICF increases the participation of National
Federations to 60 at the 2003 Slalom World Championships and to 70
nations in 2007. 

   4. That the ICF commits the necessary human and financial
resources to achieve the objectives set out in Proposals 1, 2 and
3.

La résolution du congrès de la F.I.C.

Le principe

   Les représentantes des 115 fédérations nationales, réunis lors
du 29iem Congrès de la Fédération Internationale de Canoë à Madrid,
la plus haute autorité de la fédération, soutiennent fortement son
implication concernant le maintient et le développement du
canoë-kayak de slalom et de Course en ligne comme disciplines
olympiques.

La résolution

   Le congrès de la F.I.C. a validé les propositions suivantes,
constituant le programme d'actions de la F.I.C. en réponse aux
recommandations de la commission du C.I.O. qui s'est tenue en août
2002 afin de ré viser le programme olympique pour les Jeux de 2008
à Pékin:

   1. La F.I.C. a insisté sur le faible coût de réalisation des
équipement olympique de Slalom ainsi que sur la forte rentabilité à
l'issu des Jeux, le Programme Développement de la F.I.C. augmentant
la participation globale et l'attraction de slalom au média et
public.

   2. La F.I.C. a fondé un groupe de travail, sous l'égide du
président de la F.I.C. afin de sauvegarder la discipline de slalom
dans le programme pour les Jeux Olympiques de 2008 et au-delà.

   3. La F.I.C. augmentera la participation pour des fédérations
nationales aux prochains Championnats du Monde de Slalom avec un
objectif de participation de 60 nations pour 2003 et de 70 nations
pour 2007.

   4. La F.I.C. va se doter des moyens humains et financiers
nécessaires à l'obtention des objectifs 1, 2 et 3 citer ci-dessus.

Beschluss der Internationalen Kanu-Föderation / ICF 

Grundsatz

   Die Vertreter der 115 Nationalen Föderationen, die beim 29.
Kongress der Internationalen Kanu-Föderation in Madrid als höchste
Autorität anwesend sind, unterstützen stark die ICF in ihrer Arbeit
hinsichtlich des Erhalts und der Entwicklung des Slalom - und
Flachwasser-Rennsportes als dauerhafte Disziplinen im Olympischen
Kanuprogramm.

Beschluss

   Der ICF Kongress unterstützt die folgenden Vorschläge für
Aktionen der ICF in Beantwortung der von der IOC
Programm-Kommission im August vorgelegten Überarbeitung:

   1. Die ICF stellt zunächst die geringen Kosten und die
nachhaltige Folgenutzung der Slalomeinrichtungen heraus, verweist
auf das Entwicklungshilfe-Programm zur Erhöhung der weltweiten
Verbreitung und hebt die Attraktivität des Slaloms für die Medien
und die Öffentlichkeit hervor.

   2. Die ICF gründet eine Arbeitsgruppe unter der Leitung des ICF
Präsidenten mit dem Ziel, die Slalomdisziplin im Programm für die
Olympischen Spiele 2008 und darüber hinaus zu erhalten. 

   3. Die ICF erhöht die Teilnahme der Nationalen Föderationen auf
60 für die Kanuslalom Weltmeisterschaften 2003 und auf 70 Nationen
für 2007.

   4.Die ICF bringt die notwendigen personellen und finanziellen
Ressourcen auf, die zur Erreichung der Ziele, die in den

Vorschlägen 1, 2, und 3 aufgeführt sind.
