ICF CONGRESS WARSAW 2000 (24-25 November)
Treating new paths to a more professional management: now
---------------------------------------------------------
The discussion of the sport technical rules of the ICF during
the two-day convention of the national canoe federation delegates
made it very clear: Despite of didactical innovations with modern
media the convention was completely overstrained to come to
sensible and functional solutions in the changing of the rules. The
consequence was that all the rules and regulations for the
canoe/kayak slalom couldn't be treated and had to be sent back
respectively given to the board of directors for further editing
and decision making. The board now has to discuss it during a
special two-day session mid January 2001 in Madrid.
It is evidently that only when new paths are treated, that only
when the board of directors henceforth will be in charge of
discussing technical regulation changes with the respective expert
committee and having final say on them, that our federation, the
ICF will continue on being a modern sport organisation. Even if
some national federations have problems letting go of the nowadays
a bit antique conceptions. Conceptions that were "thrown over
board" a long time ago in other international sport federations.
An international sport federation, thus also the ICF, has mainly
to be able to deal with sport political topics, elections and
thorough preparations for the awarding of world championships in
all recognized disciplines. It has to deal with planning, that
looks ahead for an appropriate amount of time, it has to discuss
necessities in organisation as well as necessities concerning the
contract between the EBU and the ICF that was signed in Sydney
during the Olympic Games with candidates for world title
competitions before the decision of awarding the competition.
Elections. Suspense-packed elections took part concerning the
board of directors. Details are to be taken from the list printed
on the bottom.
Additional discipline at Canoe-Kayak-Sprint Worldchampionships.
Quite unexplainable for us (the Media Officer) is that during this
convention a new discipline at world championships for women in
canoe/kayak sprint was "forced" through: Women's K4 1000m. For
years now we have been "smiled" upon in the media field for having
a lot of disciplines over several distances. And also because
hardly any journalist or the sports community has ever really heard
of our world champions. The more disciplines and world champions we
produce inhibits the possibility to present "heroes" of our sport
to the public. But it will also lead to the fact that TV will only
broadcast certain, i.e. the spectacular races of our sport.
New National Federations. After the admittance of 6 new national
federations (Armenian National Federation of Canoe, Dominican Canoe
Federation, Nepal Rafting and Canoeing Federation, Federacion
Paraguaya de Canotaje, Uganda Canoeing/Kayak Federation, Vietnam
Rowing and Canoeing Federation) the ICF-family has grown to 111
member-federations.
Dragonboat. After difficult negotiations with the international
dragonboat federation, which was interested in a going-together
with the one and only accepted Federation for paddle sport by the
IOC, GAIFS and ASOIF, the ICF, president Feldhoff declared the
negotiations as failed. Since a lot of dragonboat clubs are already
members in federations of the ICF and the ICF last year declared
dragonboating an official sport of the ICF it was decided that a
standing committee for dragonboat( temporarily 3 members, the
chairman having a seat in the board) be established by the ICF
board until the next convention. This should enable the carrying
out of ICF dragonboat world championships every two years. The
first world championships are to take place in 2002.
